Fresno Area Express (FAX) Route 28 New Route – 2020 Changes
In August 2020, Fresno Area Express (FAX) Route 28 underwent a major service change that effectively created a new route.
What changed:
On August 3, 2026, Route 27 was rerouted to no longer serve 28 along . Instead, it now runs along Dakota Avenue from the Manchester Transit Center (MTC) to Peach Avenue Stop and Move+1. The new alignment provides transfer connections to
Route 34 at First Street
Route 38 at Cedar Avenue

Why the change:
The shift was driven by the County of Fresno’s plan to centralize its Department of Social Services operations into a new location in the Manchester area. This site is expected to serve 1,500 clients daily, making rapid transit access critical Stop and Move.
Impact on riders:
Fresno State riders lost direct service; Route 9 still serves Shaw Avenue but with half the number of buses to campus Stop and Move.
The new route is shorter, so buses start their trip about 9 minutes later than before Stop and Move.
The MTC customer service building on Blackstone did not reopen immediately; the temporary FAX MTC office remained inside the Manchester Mall KMPH.
Other related changes:
On the same date, Routes 27, 41, and 45 resumed regular service to the MTC, marking the reopening of the Manchester Transit Center after years of construction Stop and Move+1.
